I found the annotated version of this horrifying memo that defines all the initials and acronyms. Now that I know what some of these things represent it is clear that the rot goes almost to the top of foreign affairs in Canada. In dealing with Canada's foreign affairs department the United States needs to understand whose hands sensitive information may fall into.
