Completely withdrawing funding is an irrational decision. The UNRWA provides a significant number of essential services to the refugees within these camps. If Canada were to withdraw funding, the only people that suffer are those within the camp.
Am I suggesting that reforms not be made to the camp infrastructure or the education within the camps? Of course not. I am suggesting that there are better alternatives to achieving the same goal, without punishing the people who least deserve it.
In fact, you are asking the UNRWA to take on an additional mandate. Given that it has not even received adequate funding to ensure the basic level of service is provided, how can one reasonably expect the agency to not only police it further, but act out against extremist elements that develop within the camp?

Secondly, I would like to see evidence that the UNRWA is employing Hamas and Fatah terrorists. This is an accusation that Naresh throws out there without elaborating on. If the UNRWA was knowingly participating or aiding terrorist operations, this would be a significant area for them to investigate.
