This is not true at all. Approximately 800,000 Palestinians were displaced in 1948 from their homes and refused their right to return to what is now considered "Israel Proper".

Israel has never allowed these individuals to become naturalized citizens of Israel. There are a few rare cases where Israel has offered citizenship to individuals living within areas that Israel has illegally annexed, such as the Golan Heights.
