As part of the larger and longer strategy of the West it does seem as if Harris is right. Historically we have succeeded againt China's desire to expand by wars in Korea and Viet Nam, against Russian expansionism by the struggle over Berlin and risk we took in resisting the arming of Cuba. Whatever the outcomes were of these actions they represented stern warnings that the West would not stand idly if anti-democratic nations threatened Wester security. These strategies of containment and limitation succeeded: Russian expansionist aspirations were blocked as were those of China in the Far East.

Now we face what is, in effect, a new Islamic Empire, a revival creating a loosely organized clutch of nations and terrorist groups bent upon doing harm to the democracies. We will have to continue our efforts as we have done so often before, continue even at a very high cost, the alternative being worse.

Win or lose in Iraq, Afghanistan, Iran, the point is to make absolutely clear our determination using whatever methods are necessary to warn these violent cultures. The only caveat is that we must learn to think of these actions as short, punitive actions and to leave promptly once the message is sent home.

Our rule must be Punish Quickly, Disable, and Withdraw. That is the only wise strategy in a terrorist ridden world.
