Ah, Quebec. The Unilingual province in a Bilingual country? The rest of Canada appeases Quebec with money, "special" immigration powers, and language laws that make no sense at all. I wouldn't use Quebec as a template for Canadian provinces. The nanny state does not work in the long run. When the economy gets tight (and it will at some point since these things are cyclical), let's see if Canada will finally make strong Federal Laws that everyone has to follow. Everybody will be screaming that their needs are first. All of these government entitlement programs only work when times are good.
