Democratic societies have an obligation to balance the well-being and safety of the majority with the rights of the minority. Covering the face may be fine in the confines of one's home but it is unacceptable in public places, on driver's licences and at the ballot box. It is a basic right to be able to identify and assess the person who sitting or standing next to us.
