Hi Bill. I take your point. Of course, Canada has not ever had to deal with this issue and so it must have been a given. My follow-up post corrects my statement that the same rules applied to women in burqas. Elections Canada did make new rules or law for them, which it shouldn't have done. To say that they were just interpreting the legislation is not true.
