What's a disguise?
The passport folks consider glasses a disguise.

You are speculating about what Parliament intended. Speculations are no basis for law, and so no basis for confronting someone and telling them what they can and can't do.

On a practical level, what the heck difference does it make if someone were to show up in disguise? You still need to present 2 government-issued pieces of ID, which, BTW, is 2 more government-issued pieces of ID than you had to present a year ago.

Whatever the source of your rage, it's clearly got no basis at all in protecting the integrity of the voting process.

BTW.. You don't have to take Shelley's word for it. See the Act yourself at http://www.elections.ca/content.asp?section=loi&document=part09&dir=leg/fel/cea&lang=e&textonly=false Subsection 143 is very clear about identification.

I'd guess that if you showed up in costume, you might be okay. Unless there's some clause buried deep in the Act somewhere that gives some vague prohibition against intentially causing some sort of scene or delay at a polling station. Mayrand suggested as much in his news conference. I guess it would be risky.
