Please get real! You will not deter suicide bombers with criminal justice, thats another bad case of false mirroring. Here is what you do. Since these pathetic losers are motivated by superstition you use their own primitive superstition against them. You let them know that any Muslim suicide bomber will have a bucket of pig blood poured over his remains and buried inside a pig. Make sure the funeral is well publicized and and other potential Muslim killers know that the virgins will not touch them when they arrive when their remains are stuffed inside a pig and covered with pig blood.
This should be the standard policy in Israel, Britain, Spain, Iraq and every else where these Muslim dogs operate. Their remains deserve no respect and should only be used to prevent future atrocities.
