Such a law as stated in the article would only be useful to authorities prosecuting those co-conspirators and facilitators.

However, this proposed law should apply to to the Mosques, the Imams and all the radicals who coached and taught and encouraged suicide bombers into their evil act.

Fight the source of the problem.
