It is rather unfair to take the Conservatives or the Liberals to task when their vision is no different than so many other countries that give annual aid to African nations and see much of that aid diverted into the pockets of corrupt leaders.
It seems that the best way to ensure that the aid gets to the people who need it most is to not give it to any African countries. Rather, NGO's or U.N. organizations be established in each African country to receive, control and administer the aid monies.
With the oil for food scandal still simmering at the U.N. and allegations of corruption or inefficiency of other U.N. agencies, G8 should consider establishing their own multi-country agencies in each African nation control and administer the aid program.
Giving aid over the last 50 or more years to these perenially corrupt African nations is like throwing money down the sewer, which just happens to be where many of Africa's leaders and their cohorts in crime reside.
